Abstract

Human resource developmenthas become the government's concern in improving the quality of teachers and education staff. Teachers as teaching staff have a strategic role in realizing the foundation of the formation of quality human resources through formal education. Thereforethe Ministry of Education and Culturerevise the assigment of theachers as principals policy with issuance of Minister of Education and Culture number 6 of 2018 concerning the Assignment of Teachers as Principals. This regulation is implemented by the Principal Development and Empowerment Institute (LPPKS). Human Resources Development Agency (BPSDMD) of South Sumatra Province is one of the regional governments that collaborates with LPPKS. Therefore this study aims to describe the implementation of the school principal's education and training policies in BPSDMD of South Sumatra Province. This study uses a qualitative approach, through the analysis of the policy implementation method of George C Edwards III. This study identifies several factors that influence the policy implementation process. The results of the study indicate that the Minister of Education and Culture number 6 of 2018 mandates the necessity of prospective school principals to obtain certificates and the obligation of principals to have certificates to be followed up through the implementation of School Principal Strengthening Training. But not all stakeholders in this case the Provincial Government and Regency Government have budgeted funding for the Principal to attend School Principal Training Education in BPSDMD of South Sumatra Province. The organization of Education and Training in 2018 was followed by the school principal with funding from each participant.Keywords: policy implementation;education policy;human resource development
