Abstract
Abstract The Republic of Indonesia with a coastline length of 81,000 km and with 17,499 large and small islands, both inhabited and uninhabited, makes Indonesia the largest archipelagic country in the world. Empowerment of the outer small islands is very much needed so that these areas remain monitored, and the people of these regions realize and even feel that their existence as the outermost and remote small island communities is the Leading Guard of the Unitary State of the Republic of Indonesia, loves their country and has high state defense awareness. The change in the paradigm of developing the border region to become the "Front Guard" will be able to direct various policies both regulations and investments to the border regions and outer small islands that actually have great potential as the Leading Guard of the Unitary State of the Republic of Indonesia.Keywords: Island States, development of border areas
