This study employed a qualitative approach with a case study design. Data were collected through interviews with ten informants consisting of UKBI managers and implementers at the central and regional levels as well as UKBI service users, complemented by document analysis and UKBI implementation data. Policy implementation was analyzed using the Van Meter and Van Horn model, which consists of policy standards and objectives, resources, characteristics of the implementing agency, interorganizational communication and enforcement activities, social, economic and political conditions, and the disposition of implementers. The findings show that UKBI implementation at the Language Center in Banten has been supported by established standards, role distribution, procedures, and coordination mechanisms. However, implementation continues to face limitations in human resources, infrastructure readiness, the wide service area, and increasing demand for services. In terms of communication, information regarding UKBI procedures has generally reached service users, but understanding of proficiency categories and follow-up actions based on test results remains limited. These findings indicate that UKBI should not merely function as a testing service but needs to be strengthened as a data-based policy instrument. The proposed strategies include strengthening implementer capacity, expanding access and infrastructure support, improving communication and follow-up of UKBI results, and integrating UKBI data into the planning and evaluation of Indonesian language literacy programs.</p> Reza Hutomo, Bambang Giyanto Copyright (c) 2026 https://jurnal.stialan.ac.id/index.php/jplan/article/view/1138 Fri, 25 Sep 2026 00:00:00 +0700 Strategi Penataan Sistem Merit Dalam Manajemen Aparatur Sipil Negara di lingkungan Komisi Pemberantasan Korupsi Republik Indonesia https://jurnal.stialan.ac.id/index.php/jplan/article/view/1142 The implementation of the merit system in Civil State Apparatus (ASN) management is a crucial pillar in establishing a professional, integrity-based, and performance-oriented bureaucracy. This study was motivated by the decline in the merit system index score of the Corruption Eradication Commission (KPK), which decreased from 362.5 (index 0.88) in 2021 to 329 (index 0.80) in 2023, although it remained within the “Excellent” category. This study aims to identify the factors contributing to the decline in the merit system index score and to formulate effective strategies for strengthening the merit system within the KPK. A descriptive qualitative approach was employed in this research. Data were collected through in-depth interviews with key informants and document reviews related to ASN management policies. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña, which consists of data reduction, data display, conclusion drawing, and verification. The findings reveal that the decline in the merit system index was influenced by both internal and external factors. Internal factors include suboptimal talent management, competency gaps among employees, inadequately integrated career development systems, and the need to strengthen performance management practices. External factors include the transition of personnel management following the conversion of KPK employees into ASN and the increasingly stringent merit system assessment standards applied by the State Civil Apparatus Commission (KASN). Based on George C. Edward III’s policy implementation theory, resource availability and bureaucratic structure were identified as the most dominant factors influencing the implementation of the merit system within the KPK. The study concludes that strengthening the merit system in the KPK should focus on integrated talent management, transparent and competency-based career development systems, competency enhancement aligned with organizational needs, strengthened performance management, digitalization of human resource governance, and continuous monitoring and evaluation. These strategic initiatives are expected to improve the quality of merit system implementation while enhancing organizational effectiveness in supporting anti-corruption efforts. Companies prefer shareholder loans to capital increases due to the flexibility, speed, and minimal administrative implications and corporate actions required. The study was conducted because the management of shareholder loans at PT RNI (Persero) is suboptimal, starting from the process of verifying the loans proposal, monitoring, and collection to accounting records, leading to potential uncollectible receivables and unaccountable accounting reporting. This research aimed to analyze the causes of PT RNI (Persero)'s inadequate shareholder loans management and develop an effective management system model at PT RNI (Persero). The research method used is a qualitative approach and case study at PT RNI (Persero). This research used theories related to state finance, state-owned enterprise (SOE), and corporate accounting. The data collected include primary and secondary data through interviews and the collection and analysis of several documents, including regulations, company policies, financial reports, and other relevant documents. Data processing and analysis were carried out through data reduction, data presentation, conclusion, and verification. The results indicate three factors causing the inadequate management of shareholder loans: (1) inadequate and incomplete financing feasibility analysis, (2) inadequate receivables monitoring and collection, and (3) transaction recording, which does not fully adhere to accounting standards. The recommendations include the company's management firmly implementing and enhancing an integrated cross functional/divisional financing analysis framework, improving the monitoring and evaluating of loans usage, and considering the collection aspect when recording interest income and shareholder loans receivables to support accounting reporting. With 4,170 active units and the designation of Likupang as a priority tourism destination, the sector has enormous potential to grow in tourism, culinary, and crafts. However, these MSMEs face significant challenges. Limited access to formal financing is a major hurdle, forcing many to rely on high-interest informal loans due to strict bank requirements. A lack of financial and managerial literacy further complicates this, preventing proper bookkeeping and business planning, and thus hindering access to formal credit. Other key issues include low digital adoption and limited market access. Most businesses only use basic social media for marketing, with poor digital literacy and infrastructure as hindrances. Additionally, a lack of product certification, quality standards, and proper branding makes it difficult to enter modern markets. The absence of a strong business ecosystem and partnerships also leaves MSMEs without the collaborative support needed to compete effectively. These challenges are interconnected, from a lack of financial literacy preventing loan access to poor product quality hindering partnerships. The methodology used in this study involves a literature review and an analysis of the 2024 Regional Competitiveness Index (RCI) data. The RCI is a crucial instrument developed by the National Research and Innovation Agency (BRIN) to measure competitiveness at the provincial and regency/city levels. It provides a comprehensive evaluation of regional productivity by adopting the framework of the 2019 Global Competitiveness Index (GCI) from the World Economic Forum (WEF). This framework has been carefully adapted to fit the specific context and characteristics of Indonesia's regions. This approach ensures a robust and relevant assessment of local economic dynamics. The findings of this study show that the North Minahasa Regency Government needs to implement a holistic, collaborative, and inclusive policy strategy. This approach should focus on several key areas. First, it is crucial to expand access to financing through innovative and more flexible schemes, while also building business capacity through structured training supported by universities and other institutions. Second, digital transformation must be promoted, along with product diversification, certification, and integration into local e-catalogs and existing e-commerce platforms. Finally, strengthening the ecosystem is essential, which can be achieved by establishing business incubation centers, creating an integrated data system across local government agencies, and empowering women and local communities. The 2023 survey from the Center for Educational Standards and Policy identifies SMK as the level with the greatest challenge in DKI Jakarta, with 35.7% of schools yet to establish learning communities and 35.3% of teachers not actively participating. The study employs a qualitative approach through comparative case studies at SMKS Kharismawita 2, categorized as ineffective or not yet implementing learning communities according to the guideline, and SMK Al Falah, categorized as effective or already implementing learning communities according to the guideline. Data collection involved in-depth interviews with eight informants across levels from the Ministry of Education, BPMP DKI Jakarta, the Provincial Education Office, and the two case schools, supplemented by direct observation and document review. The analysis applies Van Meter and Van Horn's (1975) framework with six implementation variables. The findings show that the implementation problems result from a combination of three factor layers. The first layer concerns systemic failure production from policy standards and inter-organizational communication. The second layer concerns systemic deficit reinforcement from resources and socio-economic-political conditions. The third layer concerns the interaction of implementing agency characteristics and implementor disposition that functions as a mediator determining local compensation for the failures of the first and second layers. The distinguishing factor is not the structural conditions of the first two layers, but the principal's leadership capacity with internal accountability mechanisms at the third layer. The study recommends a model of implementation strategy designed for four levels of actors: the Ministry and its technical units, the Provincial Education Office of DKI Jakarta, schools, and the school-organizing foundations.
