Abstract

Ketimpangan merupakan masalah yang disebabkan oleh pembangunan yang tidak merata. Pemekaran wilayah menjadi salah satu alternatif solusi untuk mengatasi masalah ini melalui pemanfaatan potensi di setiap wilayah. Di Provinsi Kepulauan Riau, ketimpangan terlihat dalam proses pembangunan, dengan Kota Batam menunjukkan indeks pembangunan tertinggi di berbagai sektor dibandingkan dengan enam kabupaten/kota lainnya. Kajian literatur, serta studi pengukuran potensi dan ketimpangan, menunjukkan bahwa analisis Location Quotient mengindikasikan adanya peningkatan sektor basis di beberapa kabupaten di Provinsi Kepulauan Riau. Data Koefisien Gini juga menunjukkan tren penurunan ketimpangan selama satu dekade terakhir. Meskipun demikian, masih terdapat disparitas pendapatan per kapita yang besar di Provinsi Kepulauan Riau, seperti terlihat dalam koefisien variasi dan Indeks Williamson.
