Abstract

Penelitian ini bertujuan untuk melihat hubungan desentralisasi dan inovasi daerah, dengan mengambil studi kasus inovasi pemerintah daerah di Kota Meksiko, Kabupaten Jembrana, dan Pemerintah Provinsi Jawa Barat. Metode penelitian menggunakan studi literatur. Data Meksiko diambilkan dari hasil penelitian data sekunder dari 64 inovasi yang dilakukan pada 30 pemerintah daerah di Meksiko. Sedangkan data di Kabupaten Jembrana dan Pemerintah Provinsi Bali diambil dari penelitian terdahulu, jurnal dan sumber data sekunder lainnya. Hasil penelitian menunjukkan bahwa inovasi daerah tumbuh karena inisiasi mandiri inovator maupun sebagai respon atas permasalahan yang muncul dalam masyarakat. Inovasi daerah seringkali digunakan sebagai sarana politik pemimpin daerah. Kepemimpinan menentukan keberhasilan inovasi. Permasalahan yang muncul dalam inovasi daerah adalah keberlanjutan inovasi daerah. Saran yang diberikan diantaranya melalui pelembagaan inovasi secara formal, membangun transparansi dan akuntabilitas, membuka ruang partisipasi dan kolaborasi pada stakeholders yang lebih luas, memilih prioritas program yang relevan, serta membagi peran dan tanggungjawab kepada stakeholders dengan jelas dan akuntabel dalam memperkuat inovasi.
