Abstract

Pengelolaan data Reviewer memiliki peran strategis dalam menjamin kualitas dan akuntabilitas proses penilaian ilmiah di lembaga riset pemerintah. Namun, dalam praktiknya, pengelolaan data Reviewer sering menghadapi permasalahan berupa fragmentasi data, duplikasi, ketidakkonsistenan atribut, serta ketidakjelasan peran dan tanggung jawab. Penelitian ini bertujuan untuk merancang dan menganalisis penerapan kerangka data governance pada pengelolaan Data Reviewer di Badan Riset dan Inovasi Nasional (BRIN). Penelitian ini menggunakan pendekatan kualitatif dengan metode Design Oriented Research melalui studi kasus, dengan artefak penelitian berupa Business Case, Program Charter, dan Data Governance Charter. Hasil penelitian menunjukkan bahwa integrasi ketiga artefak tersebut mampu membentuk kerangka data governance yang komprehensif, mencakup struktur peran, proses pengelolaan data, kebijakan dan standar data, serta mekanisme pengendalian melalui indikator kinerja dan perjanjian tingkat layanan. Kerangka yang dirancang berpotensi meningkatkan kualitas dan konsistensi data Reviewer, mempercepat proses penugasan Reviewer, serta meningkatkan akuntabilitas pengelolaan data. Penelitian ini berkontribusi pada literatur data governance dengan menghadirkan studi kasus penerapan data governance pada fungsi pendukung proses ilmiah di lembaga riset pemerintah serta memberikan implikasi praktis bagi institusi sejenis.
